This report analyzes trends in Ohio school operating levies from 1994–2022, comparing new levies to renewal and replacement levies. It shows that renewal levies pass at much higher rates (86.4%) than new levies (36.9%). Over time, districts have relied more on renewals, with new levies declining significantly and renewal levies making up nearly 70% of all levies in recent years.
